Driving Energy Transition and Boosting Infrastructure Investment in the Balkans

Custom Featured Image

The Balkans are emerging as a strategic region in Europe, offering significant opportunities in renewable energy, digitalization, and infrastructure. Positioned between Europe and Asia, the Balkans are experiencing rapid economic growth. Countries like Montenegro and Albania are leading in GDP growth. Serbia is experiencing significant growth in foreign direct investment (FDI). Additionally, the region’s path toward EU integration is attracting substantial investments. Initiatives like the Western Balkans Investment Framework support infrastructure and energy transition projects. These factors make the Balkans a prime location for businesses looking to expand into emerging markets. Delphos, a premier financial advisor in private emerging markets, has decades of expertise in the region.

Countries like Albania, North Macedonia, Montenegro, Serbia, and Bosnia and Herzegovina are advancing through the European Union accession process. This positions them to benefit from EU funding. It also helps them expand economic ties with the single EU market. Montenegro had one of the highest GDP growth rates in the region, at 6.3% in 2023, while Serbia is projected to grow steadily over the next decade, driven by FDI and infrastructure development.

As a trusted financial advisor in private emerging markets, Delphos has raised over US$4.6B for clients across various sectors in Europe. Notable projects include a US$1.3B capital raise for a greenfield power project in Bulgaria and a €179MM grant supporting a gas pipeline expansion in Eastern Europe. Delphos is well-positioned to advise businesses looking to tap into the Balkans’ expanding renewable energy and infrastructure sectors. The firm has expanded its presence with five offices across Europe. This positions it as a trusted advisor in the region.

Challenging but Not Impossible: Raising Capital for Renewable Energy in the Balkans

The Balkans are undergoing a significant shift toward renewable energy. Countries like North Macedonia, Serbia, Albania, and Bosnia and Herzegovina are investing heavily in solar, wind, and hydropower. These efforts aim to reduce their reliance on fossil fuels. For example, North Macedonia plans to increase its renewable energy share to 38% by 2030. Albania already generates 95% of its electricity from hydropower. This growth creates vast opportunities for business owners looking to invest in emerging markets focused on energy transition.

Infrastructure and Transport

The region’s infrastructure development, particularly in transport and logistics, is vital for economic integration with the European Union. Countries like Serbia and Montenegro are seeing significant investments in roads, railways, and ports, improving trade links with neighboring regions. The Western Balkans Investment Framework has allocated considerable funding to upgrade these transport corridors. This will facilitate easier movement of goods and services across Europe.

Digitization, Tourism, and Agribusiness

The Balkans provide significant opportunities in digitalization, tourism, and agribusiness. Serbia, Croatia, and Kosovo are rapidly expanding their digital infrastructure, creating ideal conditions for tech startups and digital services. Meanwhile, Croatia, Montenegro, and Albania are thriving in tourism, attracting investments in luxury resorts and eco-friendly accommodations. In agriculture, Serbia, Bosnia and Herzegovina, and Kosovo offer untapped potential in modernizing farming practices and implementing agritech innovations.

Energy and Natural Resources: Delphos is Supporting the Balkans’ Renewable Energy Growth

Capital raising on renewable energy and infrastructure

Securing a grant supporting gas pipeline expansion in Eastern Europe: Delphos acted as the financial advisor to Transgaz S.A., securing a €179MM grant from the European Commission. This funded the construction of 475 km and 49.88 km of gas pipelines, with a capacity of 4.4 bcm of LNG annually. The project strengthens energy security and helps transition Bulgaria, Romania, and Hungary from coal to natural gas.

Obtaining financing for a greenfield power project in Bulgaria: Delphos advised AES Corporation, raising US$1.3B in debt financing from public and private institutions. This financed the construction of Bulgaria’s most efficient fossil fuel power plant, delivering 670 MW, or 9% of the country’s electricity. Delphos negotiated political risk insurance and restructured key contracts, marking one of Southern Europe’s largest foreign investments in that year.

Securing a loan guarantee for a hydropower facility in Kosovo: Delphos helped secure a US$5MM loan guarantee from DFC for the 8.3 MW Kozhner Hydropower Facility, marking Kosovo’s first private energy deal. This project improved Kosovo’s energy supply, boosted economic growth, and reduced unemployment.

Transaction Advisory on Renewable Energy and Infrastructure

Advising on financing strategy for a lignite-fired combined heat and power plant in Romania: Delphos advised USTDA on financing for a USTDA-funded feasibility study. The US$100MM project involved installing flue-gas desulphurization systems at a Romanian lignite plant, reducing sulfur emissions by over 90% and improving environmental outcomes.

Financial Services: Why the Private Sector in Balkans Works with Delphos

Securing financing for an equity investment fund in Bulgaria: Delphos secured US$100MM in competitively-bid debt from DFC for Southeast Europe Equity Fund. This fund, based in Sofia, Bulgaria, invests in growing companies across nine Southeast European countries, accelerating private sector growth.
